Cecil E. Yount is a native of Waynesville, NC. He was educated in Haywood County public schools and graduated from Tuscola High School. He matriculated at Appalachian State University in 1971 and earned his Bachelor of Arts degree with a double major in Psychology and Sociology in 1975. Upon graduation from ASU, he worked for Haywood County Department of Social Services doing Food Stamp Investigations/Certifications before accepting employment with Smoky Mountain Area Mental Health Center in June of 1976.
Yount was the first native Haywood County employee at the clinical level hired by SMCC. His career would include helping develop one of the first DWI/Court programs in N.C., becoming the first Certified Drug Abuse Counselor west of Asheville, development of the outpatient detoxification services, and development of a comprehensive outpatient substance abuse treatment program. While employed full time at SMCC, Yount returned to school at Western Carolina University and earned his Master's degree in Agency Counseling. Upon graduation, he was honored to become a member of the adjunct faculty of the WCU Graduate School and taught Substance Abuse Counseling to WCU graduate students for a decade.
His career at Smoky Mountain Center spanned 30 years. His positions included Substance Abuse Counselor, Coordinator of Substance Abuse Services for Haywood County, and, for the last 10 years of his employment, Director of Substance Abuse Services for the 7 county region covered by Smoky Mountain Center. During that time span, he was also the Western Regional Substance Abuse Services Team coordinator on several occasions and a member of the State DWI task force. Yount has provided local and regional training on substance abuse topics through the years. As a long time member of the Haywood County Hospital Medical adjunct staff, Yount provided consultation and treatment planning services to the patients of local doctors who were undergoing detoxification and stabilization services. At the time of his retirement, Yount was also the District Director of SMC provider services encompassing Mental Health, Substance Abuse, and Developmental Disabilities.
At the time the State of North Carolina decided to "reform" the Mental Health system of service delivery in North Carolina, Yount retired with 30 years of employment with Smoky Mountain Center. He was provided the opportunity to work in his long time avocation of computer technology by Joe Ferrara, CEO of the company now known as Meridian Behavioral Health Services.
Yount is a Licensed Clinical Addictions Specialist and a Certified Clinical Supervisor. Additionally, he is a QMHP for general mental health services. Community service is a strong value held by Yount. As such, he is the long time coordinator of the Haywood County Motorcycle Parade and Toy Run, a member of BicycleHaywoodNC, the 2016 and 2017 Ride Director for the Blue Ridge Breakaway, a participant in Habitat for Humanity,the United Way "Day of Caring", and Past President of Waynesville Rotary. He is married to the former Kathy Watts of Canton and is the son of the late Ila Jean and "Babe" Yount. Yount can count back 6 generations of his family in Haywood County. He and Kathy have 2 great canine companions. Just turning 3 years old, Cordelia (Dilly) and Beauregard (Beau) keep the Younts in line. In his "off-time", Yount enjoys riding and writing. More recently, his Harley Davidson motorcycle has given way to his Fuji CCR3 and his Salsa Fargo bicycles. Yount is a member of First United Methodist Church in Waynesville.
